Norman Chan was appointed Chief Executive of the Hong Kong Monetary Authority (HKMA) on 1 October 2009. Mr. Chan joined the Hong Kong Government as an Administrative Officer in 1976 and became an Executive Director of the HKMA when it was established in 1993. From 1996 to 2005, Mr. Chan served as Deputy Chief Executive of the HKMA.
From December 2005 to June 2007, Mr. Chan was Vice Chairman, Asia of Standard Chartered Bank. Prior to rejoining the HKMA, Mr. Chan was Director of the Chief Executive's Office of the Hong Kong Special Administrative Region Government from July 2007 to July 2009. He was the Founding Chairman of the policy think tank, the Bauhinia Foundation Research Centre established in 2006.
Dr. Patrick Yuk Bun Fung obtained his MBA degree from University of Toronto in 1973, and was awarded an Honorary Doctor of Business Administration by the Hong Kong Polytechnic University in 2001 and an Honorary Doctor of Laws by the University of Toronto in 2005. Dr. Fung joined Wing Hang Bank (currently known as OCBC Wing Hang Bank) in 1976 and was appointed a Director of the Bank in 1980. Arthur Yuen is in charge of the full range of banking policy, development and supervisory issues at the Hong Kong Monetary Authority (HKMA). He joined the HKMA in 1996 as Head of Administration and has since taken up different responsibilities including research and liaison on China economic and market development issues before being appointed Head of Banking Supervision in 2000. He took up the position as Executive Director (Banking Development) in July 2004, Executive Director (Banking Supervision) in June 2005 and Executive Director (External) in July 2008. He was appointed to his present position on 1 January 2010.
Before joining the HKMA, Mr. Yuen worked in the Hong Kong Securities and Futures Commission for two years after having served as an Administrative Officer in the Hong Kong Government for over eight years.
Ivy Au Yeung is CEO, ANZ Hong Kong.
Ivy is responsible for directing and supporting the expansion of a full banking service platform in Hong Kong, which includes overseeing the International, Global, Retail/Wealth and Private Bank businesses.
An international banker with over 30 years experience, Ms. Au Yeung has a strong track record in Relationship Management, Credit and Product Management across Asia Pacific, including bringing the Hsinchu International Bank in Taiwan to become a profit contributing business unit to Standard Chartered Bank.
In her earlier role at ANZ, Ivy Au Yeung was Managing Director, ANZ Commercial Banking Asia Pacific from 2011 to 2014. During this time she has built out a fledgling business across eight markets in Asia, delivering significant revenue growth, whilst also managing the well established Pacific business across twelve diverse markets.
Ms. Au Yeung holds an MBA from University of Sydney. She is a member of CPA Australia; a Board member of Hong Kong Dance Company Limited; a member of the Lump Sum Grant (LSG) Independent Complaints Handling Committee (ICHC) under the Social Welfare Department of Hong Kong; and the Director of Read Cycling, a Hong Kong based organization which she co-founded in 2009 to promote the joy of reading and access to literature for disadvantaged sections of the community. She has also served in the fund raising committee of the Vocational Training Council of Hong Kong.
David Liao is Group General Manager of HSBC Group, President and Chief Executive Officer of HSBC Bank (China) Company Limited (HSBC China) and an Executive Director of the Board of HSBC China.
Mr. Liao joined HSBC in 1997, responsible for local currency fixed income business in Greater China and Singapore. Mr Liao was appointed Treasurer and Head of Global Markets for HSBC in China in 2005. He assumed his position as Head of Global Banking and Markets at HSBC China in December 2013. Mr Liao became Executive Vice President of HSBC China in March 2014. He assumed the role as President and Chief Executive Officer of HSBC China in April 2015, and was further appointed a Group General Manager in September 2016.

Mr. Weber Lo is Citi Country Officer & Chief Executive Officer for Citi Hong Kong and Macau, responsible for all businesses across the Citi franchise in the two markets, including corporate & investment bank, consumer bank, commercial bank, private bank, treasury and trade services, markets and securities services, and investment research & analysis. He is also the Chairman of Citibank (China) Co., Limited.

Professor Ba Shusong is Chief China Economist of Hong Kong Exchanges and Clearing Limited (HKEX). He is also Chief Economist of the China Banking Association, a member of the HKSAR Government's Economic Development Commission, Deputy Secretary General of China Society of Macroeconomics, a member of MOFCOM's (Ministry of Commerce) Advisory Committee on Economic and Trade Policy, a member of CBRC’s Expert Guidance Committee for the banking industry’s implementation of the new Basel capital accord, a member of CSRC’s M&A Specialists Committee, and a member of China’s “13th Five-Year Plan” National Development and Planning Specialists Committee. Professor Ba is a fellow of experts who receive the State Council Special Allowance. He was previously Deputy General Manager of the Bank of China Hangzhou Branch, Assistant General Manager of Bank of China (Hong Kong), Director-general of the Strategy and Development Committee of the Securities Association of China, and Deputy Director-general of the Financial Research Institute of the State Council's Development Research Centre. He was engaged in post-doctoral researches in the China Center for Economic Research at Peking University, and was appointed as the Chief Researcher in “International Economic and Financial Structure” by the State Council's Development Research Centre and was also a senior visiting scholar at Columbia Business School.

Andrew Burlison is the Head of Compliance Product for the Asia Pacific region, based in Japan; where he oversees the strategic promotion and operations of SWIFT’s compliance portfolio in the region.
Before joining SWIFT, he was the regional Head of Screening Sales Specialists at Thomson Reuters, where he led the screening proposition for new business sales in Asia, focusing on KYC and Transaction Monitoring process solutions. He started his career at Thomson Reuters in London and transferred to Hong Kong in 2013.
Prior to that, Andrew held multiple roles in the UK financial services sector. Mr. Barry Chan has over 20 years of experience in consultation and information technology in Hong Kong. His expertise is in leading fintech strategy consultation and end-to-end business solutions implementation, bringing sustainable business value to banks and financial institutions.
Dr. Wilson Chan, Assistant Director of MBA Programme of CityU of HK, joined the interbank markets in the early 1980s and became the founding Treasurer of ICBC, HK Branch in 1995. Dr. Chan was a former Senior Private Banker at Citi Private Bank and an AGM of Shanghai Comm’l Bank.
Dr. Chan had served as Honorary Secretary of ACI – The Financial Markets Association of HK for more than 10 years until it merged with Treasury Markets Association in 2005, and now continues to serve other positions of its different Committees, incl. the Chairman of the Education Sub-Committee accumulating for around 20 years. He is the Senior Consultant of The HK Institute of Bankers. Dr. Chan is currently a guest speaker and hosts for TV and radio programmes, as well as a newspaper columnist. Dr. Wilson Chan has three Master Degrees and a Doctor of Business Administration, and completed a programme at University of California, Berkeley.
Dr. Toa CHARM is the Chief Public Mission Officer (“CPMO”) the Hong Kong Cyberport Management Company Limited. He helps develop the company's strategic direction and drives Cyberport's public mission-related programs with the goal of inspiring the next generation, nurturing entrepreneurial spirit and helping local start-ups go global. Before Dr. Charm joined Cyberport, he held senior management and consulting positions from leading multinational and Chinese companies in Asia Pacific in the past 25 years including IBM, Oracle, HSBC and Kingdee.

Raymond Cheng is the Group General Manager and Chief Operating Officer for The Hongkong and Shanghai Banking Corporation Limited in the Asia Pacific region. He is also an Executive Committee member of HSBC Asia Pacific, assuming overall responsibility for Information Technology, Back Office Operations, Corporate Real Estate and Procurement covering 20 countries in the Asia Pacific region.
Mr. Cheng joined HSBC information technology department in Hong Kong after returning from the Netherlands, where he was undertaking academic research. Since then, he has worked in and led different IT functions and various projects locally and globally. Most of his experience is in delivering new technology and setting up operational services for the Bank. Apart from working in Hong Kong, he spent five years in HSBC.com Inc in North America from 2001 onwards.

In addition, he is the Independent Manager on School Board for Shun Tak Fraternal Association Yung Yau College.
Mr. Sunny Cheung re-joined as Chief Executive Officer of the Octopus group of companies effective 2 January 2015. He had been the Chief Executive Officer of the Company since January 2011 until his retirement in March 2014.
Mr. Cheung has over 40 years’ experience in retail banking and payments. Prior to joining Octopus Group in 2011, he was the Country Manager of Visa International for Hong Kong and Macau.
He also held senior management positions with several financial institutions, including Managing Director and Head of Greater China Consumer Banking at DBS, General Manager of Consumer Banking at Dao Heng Bank and General Manager of Citibank card business in Hong Kong.
Nelson Chow has been appointed to the present position from 1 September 2016 with responsibilities for facilitating the healthy development of the fintech ecosystem in Hong Kong and promoting Hong Kong as a fintech hub in Asia. He joined the HKMA in 2004 and was responsible for the supervision of banks’ technology risk management and business continuity planning as well as the formulation of related policies and guidelines. He was the Deputy Chief Representative of the New York Office in 2010. After returning to Hong Kong in 2013, he took up responsibilities to supervise banks’ operational risk management and perform macro-prudential data analysis. Prior to joining the HKMA, Mr Chow was a Vice President of JPMorgan Chase Bank, N.A. responsible for information risk management of the Asia Pacific region. He holds a Bachelor of Science degree from the University of Auckland and a Master of Science degree from the Hong Kong University of Science and Technology.
David is the Head of Financial Crime Compliance for Goldman Sachs Asia LLC; David has over 25 years of experience in the financial crime and anti-money laundering space, both as a Compliance Officer and in Hong Kong law enforcement. Prior to joining Goldman Sachs, David was the Asia Pacific Head for Global Financial Crimes Compliance at Bank of America Merrill Lynch, previous to his time at Bank of America he was the Regional AML/CTF Compliance Manager for Morgan Stanley Asia. David was also briefly a Partner at KPMG China based in Hong Kong in the forensic practice dealing with AML/CTF and sanctions issues.
In his Compliance roles David led multinational teams dealing with all aspects of financial crime risk management, including client on boarding, sanctions and corruption issues, suspicious activity detection and reporting, and financial crime risk assessments, as well as providing advice and counsel to bank senior management and business leaders for financial crime issues arising in the region. David was also the regulatory and audit exam management lead in the Region for financial crime, and implemented the design and implementation of the regional monitoring and testing program.
Before his time in Compliance, David's 17 year long career in the Hong Kong Police was mainly the focused on the investigation and prosecuted serious complex financial crime and money laundering. David had postings to the Commercial Crime Bureau, Organized Crime and Triad Bureau and Narcotics Bureau. David was also part of the formulation and execution of the Hong Kong Police's financial investigation policy and training including dealing with the Financial Action Task Force Mutual Evaluation process.
David holds a Bachelor of Laws (Honours) from the University of London, and a Master of Social Sciences in Criminology from the University of Hong Kong. David is also a current and founding Board Member of the Hong Kong Chapter of the Association of Certified Anti-Money Laundering Specialists.
Dirk has been working in cyber security for over 22 years and has a strong and deep technical background in security engineering and design. He has held roles in Government, Defence, Australia’s Postal service and at several of Australia largest banks. For the last eight years he has been based in APAC working in consulting and for Australian regional banks managing their offshore cyber security and technology risk operations. Dirk is currently the Global Head of Cyber Security for the Commonwealth Bank of Australia based in Hong Kong.
Michael heads Foreign Exchange Market Development in Asia and is responsible for Financial & Risk’s FX franchise in the region, including pre-trade, transactions capabilities and post trade services. He is also responsible for business development of China’s internationalization, across asset classes.
With over 25 years’ experience working in markets businesses of a number of international investment banks in Asia and Europe (including BZW, Barclays and ABN Amro), commercial banking in Australia (NAB) and in setting up an exchange to accommodate the move of OTC products to an electronic venue, he is well placed to support the market in the current regulatory climate. Michael also has extensive experience in the Chinese market, having worked with the regulators and central banking authority in China over a number of years.
He most recently held the role of Head of Markets which included responsibility for markets business and policy, a market news /information business as well as the technology group along with ownership and charged with ensuring the IOSCO compliance of systemically important benchmarks.
Josh has over 10 years of compliance management experience in the financial services sector. In addition, prior to joining EY, he held senior positions with leading international banks, focusing on AML policy management, Transaction Monitoring, Customer Due-Diligence remediation and regulatory review within the Asia-Pacific region.
Josh has managed a number of Know Your Customer client file remediations and enhancements following policies changes with a focus on the use of technology to improve quality and file review times to limit manual processes. In addition, he has recently been providing advice on the creation of a Hong Kong KYC utility.
From a transaction monitoring and name screening perspective, Josh has optimized and utilized technology to improve alert quality and automate the information gathering processes. He also has extensive AML/CFT review experience in conducting assessments of trade finance monitoring and associated documentation requirements, economic sanctions lookback review following systems issues affecting the prior screening and intensive reviews of tax evasion controls.
He has led the creation of AML/CFT target operating models at a number of Banks both across the APAC region and globally.
Josh often conducts training sessions at international forums and within financial institutions on AML, Sanctions, Anti-Bribery and Corruption and tax evasion risks.
Bianca was formerly the business development manager of Zendesk, responsible for their expansion into China market. She started her career as an analyst in JP Morgan Private Banking servicing ultra high net worth clients in Hong Kong. She has also worked at OneSky as their first business development manager and co-founded dotkids, a startup aiming to create a children friendly space online.
Vincent Hui is General Manager & Head of Personal Banking Division at The Bank of East Asia. He is responsible for overseeing the Bank’s personal banking businesses in Hong Kong, including credit card, consumer finance, mortgage loans, branch distribution & services, channel management & operations and marketing. Dr. Witman Hung is currently the Principal Liaison Officer for Hong Kong, Shenzhen Qianhai Authority. A seasoned ICT professional and angel investor, Witman has worked in the industry for almost 30 years. He is the President of the Internet Professional Association in Hong Kong and Executive Chairman of Chinese Big Data Society. Witman was elected as a Director of the Board of the World Summit Awards, an initiative within the framework of UN WSIS. He is also an Independent Non-executive Director of VSTECS Holdings Limited (0856.HK), a company listed in the main board of the Hong Kong Stock Exchange.
Dr. Hung served as a Part-time Member of the Central Policy Unit of the HKSAR Government during 2012-2014, and is currently an Academic Committee member of Pangoal Institution and China Silk Road iValley Research Institute, Standing Committee Member of the Center for China and Globalization and Adjunct Professor of Jinan University. Zhiwei Zhang joined Deutsche Bank in October 2014 as Chief China Economist and Head of China Equity Strategy.
