Mr Chan is a Certified Public Accountant. He is a former President of the Hong Kong Institute of Certified Public Accountants and a former Chairman of The Association of Chartered Certified Accountants, Hong Kong.
Before joining the Government, Mr Chan held a number of public service positions including member of the Legislative Council; Chairman of Legal Aid Services Council; Board Member of the West Kowloon Cultural District Authority; non-official member of the Strategic Development Commission and Council Member of the Chinese University of Hong Kong.
Mr Chan served as Secretary for Development of the Hong Kong Special Administrative Region Government from July 2012 to January 2017. He was appointed Financial Secretary on 16 January, 2017.
Dr Patrick Yuk Bun Fung obtained his MBA degree from University of Toronto in 1973, and was awarded an Honorary Doctor of Business Administration by The Hong Kong Polytechnic University in 2001 and an Honorary Doctor of Laws by the University of Toronto in 2005. Dr Fung joined Wing Hang Bank (currently known as OCBC Wing Hang Bank) in 1976 and was appointed a Director of the Bank in 1980. He was appointed Chief Executive in 1992, and then Chairman and Chief Executive in April 1996. Dr Fung is currently the Chairman of OCBC Wing Hang Bank.
Dr Fung is a Non-Executive Director of Miramar Hotel and Investment Company Limited. He is a honorary member of the Court and Adjunct Professor with the Faculty’s School of Accounting and Finance of The Hong Kong Polytechnic University, a Vice President of The Hong Kong Institute of Bankers, a member of Board of Governors of The Hong Kong Philharmonic Society Ltd. and a member of Hang Seng Management College – Foundation Management Committee.
Arthur Yuen is in charge of the full range of banking policy, supervision, conduct, and enforcement issues at the Hong Kong Monetary Authority (HKMA). He joined the HKMA in 1996 as Head of Administration and has since taken up different responsibilities including research and liaison on China economic and market development issues before being appointed Head of Banking Supervision in 2000. He took up the position as Executive Director (Banking Development) in July 2004, Executive Director (Banking Supervision) in June 2005 and Executive Director (External) in July 2008. He was appointed to his present position on 1 January 2010.
Diana Cesar, Group General Manager of HSBC Group, is Chief Executive for Hong Kong and a member of the Executive Committee for The Hongkong and Shanghai Banking Corporation Limited. Ms Cesar is currently the Chairperson of the Hong Kong Association of Banks.
During her career with HSBC, Ms Cesar has held leadership roles in Marketing, Cards and Loans, Mortgages, Distribution Strategy and Consumer Propositions in Hong Kong and across Asia-Pacific. Before being appointed Chief Executive for Hong Kong in September 2015, Ms Cesar had been Head of Retail Banking and Wealth Management for Hong Kong since 2011.
Ms Cesar first joined HSBC in 1999 and was appointed Head of Distribution and Product Development in 2003 with responsibility for establishing retail distribution infrastructure throughout Asia-Pacific. She was named Head of General Banking in 2007, managing all general retail banking portfolios including deposits, mortgages, credit cards and consumer assets in Hong Kong.
Before joining HSBC, Ms Cesar held various senior positions in Marketing and Customer Relations with a number of large multinational organisations.
Mrs Ann KUNG is the Deputy Chief Executive of BOC Hong Kong (Holdings) Limited and its subsidiaries, in charge of Personal Banking and Wealth Management Department, Personal Banking Risk and Integrated Management Department, Channel Management Department, Private Banking, BOC Credit Card (International) Limited (“BOCCC”) and BOC Group Life Assurance Company Limited (“BOC Life”). She is also the Vice Chairman of BOCCC and a Director of BOC Life.
Mrs KUNG joined Bank of China (Hong Kong) Limited in August 2007 as Head of Channel Management. She was appointed Head of Personal Banking in April 2011, and was promoted to her current role in March 2015.
With over 25 years of experience in the industry, Mrs KUNG possesses extensive knowledge in personal banking and a strong background in financial services. Mrs Kung actively participates in public services. Adrian Li is Executive Director & Deputy Chief Executive of The Bank of East Asia (BEA), responsible for the group’s Hong Kong business.
Adrian joined BEA in 2000 as General Manager & Head of Corporate Banking Division. He was promoted to Deputy Chief Executive in 2009, and was appointed Executive Director in 2014. During his tenure, he has driven an evolution of the bank’s retail business model, prioritizing the use of technology to improve service and operating efficiency and thereby enhance the customer experience. He is pursuing a fundamental overhaul of branch operations, and has led the internal development of key innovations, including the bank’s award-winning i-Teller, digital branch and mobile application.
Adrian graduated from the University of Cambridge with Master’s and Bachelor’s degrees in Law. He is a qualified lawyer in Hong Kong, England and Wales, and holds an MBA from the Kellogg School of Management at Northwestern University, Illinois. Adrian is director of a number of listed companies in Hong Kong and Europe, and is a member of the Anhui Provincial Committee of the Chinese People’s Political Consultative Conference. In addition, he serves on several public bodies, including as board member of The Community Chest of Hong Kong, member of the MPF Industry Schemes Committee of the Mandatory Provident Fund Schemes Authority, trustee of the University of Hong Kong’s occupational retirement schemes and Vice President of The Hong Kong Institute of Bankers’ Council. He is also a member of the election committees responsible for electing the Chief Executive of the HKSAR and deputies of the HKSAR to the 13th National People’s Congress.

Douglas W. Arner is the Kerry Holdings Professor in Law at the University of Hong Kong and one of the world’s leading experts on financial regulation, particularly the intersection between law, finance and technology. He is Faculty Director of the Faculty of Law’s LLM in Compliance and Regulation and LLM in Corporate and Financial Law, a member of the Hong Kong Financial Services Development Council, an Executive Committee Member of the Asia Pacific Structured Finance Association, and a Senior Visiting Fellow of Melbourne Law School, University of Melbourne. Douglas served as Head of the HKU Department of Law from 2011 to 2014 and as Co-Director of the Duke University-HKU Asia-America Institute in Transnational Law from 2005 to 2016. From 2006 to 2011 he was the Director of HKU’s Asian Institute of International Financial Law, which he co-founded in 1999. He has published fifteen books and more than 120 articles, chapters and reports on international financial law and regulation, including most recently Reconceptualising Global Finance and its Regulation (Cambridge 2016) (with Ross Buckley and Emilios Avgouleas). James (Jim) Cameron is a Head of HSBC’s Infrastructure and Real Estate Group for Asia Pacific, with responsibility for providing clients with sector coverage, advisory and financing services in the power, utilities, infrastructure, transport and real estate sectors. Ryan Carpenter is the Vice President of Product at Emotics, a Hong-Kong-based Regtech company. Emotics is exploring novel applications for artificial intelligence in the Regulatory Compliance space, focusing on online training platforms. Using behavior analytics and micro-expression analysis, Emotics strives towards the paired goals of making compliance training more useful and ensuring that employees better engage with the content. Prior to Joining BOA Financial Group, Robin was Head of Business Management for Australia & New Zealand Bank’s (ANZ) North Asia’s Wealth business, where he assisted in re-building the teams and led the business to profitability. Subsequently, Robin was Head of Business Assurance for the Retail and Private Bank Hong Kong for ANZ where he planned, re-defined and supervised all assurance, risk and compliance activities.
Before ANZ, Robin was Business Manager for UBS AG Asia Pacific CEO’s office and was previously a Desk Head for the Hong Kong market, managing a portfolio of clients and a team of Relationship Managers.
Originally from Hong Kong, he has lived and worked in Toronto, Tokyo, Singapore, Shanghai and Hong Kong. Robin received his Master of Business Administration degree and Bachelor of Science (Physiology) degree from the University of Toronto. Mr CHAN Kam Ki Vincent, General Manager, has been appointed Chief Financial Officer of the Chong Hing Bank Limited since April 2017. Mr Chan graduated from The Chinese University of Hong Kong and obtained a Master Degree in Applied Finance from Macquarie University, Australia. He is a fellow of the Hong Kong Institute of Certified Public Accountants and a member of the Institute’s Banking Regulatory Advisory Panel, a member of the American Institute of Certified Public Accountants, a designation holder of the Chartered Institute of Management Accountants and a Certified Internal Auditor of The Institute of Internal Auditors. Mr Chan has more than 30 years of auditing and financial controllership experience in the financial services industry. David is the Head of Financial Crime Compliance for Goldman Sachs Asia LLC; David has over 25 years of experience in the financial crime and anti-money laundering space, both as a Compliance Officer and in Hong Kong law enforcement. Prior to joining Goldman Sachs, David was the Asia Pacific Head for Global Financial Crimes Compliance at Bank of America Merrill Lynch, previous to his time at Bank of America he was the Regional AML/CTF Compliance Manager for Morgan Stanley Asia. David was also briefly a Partner at KPMG China based in Hong Kong in the forensic practice dealing with AML/CTF and sanctions issues.
In his Compliance roles David led multinational teams dealing with all aspects of financial crime risk management, including client on boarding, sanctions and corruption issues, suspicious activity detection and reporting, and financial crime risk assessments, as well as providing advice and counsel to bank senior management and business leaders for financial crime issues arising in the region. David was also the regulatory and audit exam management lead in the Region for financial crime, and implemented the design and implementation of the regional monitoring and testing program.
Before his time in Compliance, David's 17-year long career in the Hong Kong Police was mainly the focused on the investigation and prosecuted serious complex financial crime and money laundering. David had postings to the Commercial Crime Bureau, Organized Crime and Triad Bureau and Narcotics Bureau. David was also part of the formulation and execution of the Hong Kong Police's financial investigation policy and training including dealing with the Financial Action Task Force Mutual Evaluation process.
David holds a Bachelor of Laws (Honours) from the University of London, and a Master of Social Sciences in Criminology from the University of Hong Kong. David is also the co-chair and founding Board Member of the Hong Kong Chapter of the Association of Certified Anti-Money Laundering Specialists.

Tom started his career at KPMG’s London office and moved to Hong Kong in 2002, Tom has close to 20 years of experience providing audit and advisory services to KPMG’s banking, securities and asset management clients.
Tom heads KPMG Hong Kong’s Financial Risk Management practice. He advises clients on all aspects of banking and securities regulation in Hong Kong and other Asian jurisdictions as well as the extra-territorial impact of global regulatory reform on banks in this region. Tom has recently been working with a number of potential applicants for banking licenses under the HKMA’s Virtual Banking guidelines. His work has included helping applicants to prepare their business plan and target operating model as well as ensure they are able to demonstrate compliance with the minimum criteria for authorization.
Mr Sammy Kam is the Technical Director at Octopus Holdings Limited. As the head of the Company’s Technical Department, he is responsible for overseeing Octopus system operations and the research and development of new products and services for Hong Kong and overseas markets.
Mr Kam joined Creative Star Limited (later renamed as Octopus Cards Limited) in 1995 and has since been involved in the development, implementation and operation of the Octopus system. Alex graduated from the Computer Science Department of Stanford University with two degrees (BS ’96 with distinction, MS ’97). Upon graduation, he worked for Oracle Inc. and PeopleSoft Inc. in Silicon Valley before returning to Hong Kong to head the Strategic Planning and E-banking of Dah Sing Bank.
In his latest capacity, Alex is driving the digital innovations in DBS SME banking, and has captured 9 digital awards for the bank since 2015.
Haris Law is the Head of Compliance, Commercial Banking and Corporate & Institutional Banking for Standard Chartered Bank (Hong Kong) Limited. He oversees the bank’s two corporate banking client segments in Hong Kong and the product offerings, including Transaction Banking, Corporate Finance, Capital Markets, and Financial Markets.
Prior to joining Standard Chartered, Haris was the Regional Head of Compliance for Commerzbank AG, Asia. He holds bachelor degrees in Engineering and Laws, and a master degree in Laws.
Jasmine is the Head of Chinese and local accounts in Financial Services Office of Ernst & Young Hong Kong. She has over 20 years of experience in the provision of a range of comprehensive professional services to financial services companies in both Hong Kong and China. Jasmine has stationed in Beijing, Shanghai and Guangzhou for 10 years during her career. She develops extensive understanding of the operation of Chinese financial institutions (FIs) and the Mainland regulatory environment and development over these years. Mr Jacky Leung, has more than 20 years of risk and compliance experience in the banking and finance industry. He started his career as an external auditor and the Hong Kong Monetary Authority in the banking supervision division. Jacky had also worked in the commercial sector, e.g. Wells Fargo, HSBC, Socgen, Scotiabank and Natixis, for various business lines, including wholesale banking (capital market and corporate lending), corporate banking (transaction banking) and brokerage (futures, options and equity) within the Asia Pacific region.
Jacky is also one of the founding council members of the Asia Financial Risk Think Tank and founding committees of the Institute of Operational Risk – Asia Chapter.
Michael Leung was appointed Chief Information & Operations Officer of China CITIC Bank International in December 2013. In this capacity, he manages the Bank’s information technology, banking operations and administration, while at the same time serving as a key member of the Bank's management team.
Prior to his current position, Mr Leung had worked for over 30 years in leading international vendors, consulting firms and banks.

Steve has over 19 years of experience in technology companies, 13 years of experience working in China and lived in Beijing for 7 years. He is the General Manager of Business Development and Partnership department in Ping An Technology, overseeing both China and International markets. He has founded Ping An Fin+Tech Accelerator in Shenzhen which aim at recruiting top Global Fintech companies to China. Prior to Ping An Technology, he worked in Microsoft, Nokia, and Motorola.

Mr Low also served as Director of the Singapore Clearing House Association from 2010 to 2013, where he was a key contributor to the Fast and Secure Transfers or FAST platform. In conjunction with the National University of Singapore (NUS) Business School, he developed the world's first full-credit course on transaction banking for undergraduates in 2012. Mr Low is an IBF Distinguished Fellow and holds a Master of Business Administration from the University of British Columbia, Canada.
Kyran has more than 21 years of experience in the financial, banking and gaming services sectors where he has led major Asia Pacific assessments of AML operations including reviews of transaction monitoring systems, processes and organisational structures, investigations of suspicious activities, as well as gap analysis.
He has provided recommendations for the design and implementation of AML and sanctions compliance programmes for global and local banks with operations in multiple Asian countries to ensure they meet local and regional regulatory expectations.
He has also led large KYC remediation projects and regulatory compliance programme assessments, as well as helped banks and gaming operators create effective governance structures for their AML programmes.
Kyran has led financial crime and fraud investigations for a number of global financial institutions (including a recent Asia-wide investigation into potential rogue trader activity).

Mr Stewart McGlynn is a Division Head with the Hong Kong Monetary Authority, responsible for anti-money laundering and financial crime risk. In addition to supervision of the HKMA’s AML/CFT specialist on-site examination teams, Mr McGlynn also oversees AML/CFT policy development and represents the HKMA in a variety of AML forums including the Financial Action Task Force and the Basel Committee's Anti-Money Laundering Expert Group. Prior to joining the HKMA Mr McGlynn served as a Police Officer for over 20 years in both the UK and Hong Kong, with his last post being the deputy head of the Hong Kong Joint Financial Intelligence Unit.
Paul has fourteen years’ experience in Hong Kong serving a wide range of financial institutions, having previously worked for KPMG in the UK for eight years.
As the Head of Banking & Capital Markets, Paul has worked with a variety of clients in Hong Kong and across Asia advising them on a range of matters. Paul’s clients comprise institutions in retail/commercial banking, private wealth management and investment banking with a particular focus on international groups’ operations in Asia. Mark Moseley was appointed Chief Operating Officer and Company Secretary of the GIHub on 1 April 2017 having initially joined the GI Hub as a Senior Director in November 2015 pursuant to a secondment agreement with the World Bank. He brings extensive global legal and multilateral development bank experience to his role with the GI Hub.
During his time with the GIHub, Mark has led the work on the Hub’s ‘Leading Practices’ mandate, under which the GIHub develops tools and guidance materials for governments in both developed and emerging markets, including the PPP Risk Allocation tool. Mark also represents the GI Hub at the meetings of the G20 Infrastructure Working Group.
At the World Bank, Mark held the position of Lead Lawyer in the PPP Group, where his work was focused on legal, regulatory, and contractual arrangements for public-private partnership transactions. He was the Task Team Leader for the World Bank Public-Private Partnerships Infrastructure Resource Center (PPPIRC) Website Project, and for the Recommended PPP Contractual Provisions Initiative. In addition, he coordinated the World Bank Group’s interactions with the G20 in regard to infrastructure.
Prior to joining the World Bank, Mark was Practice Group Manager of the Energy, Projects and Construction Group of a major international law firm in London, having previously practised as an energy lawyer in Canada for over twenty years. He practised as an energy lawyer in Canada for over twenty years. Mark is an occasional lecturer at the Harvard Kennedy School and at the University of Dundee’s Centre for Energy, Petroleum and Mineral Law and Policy.

Prior to joining HSBC in 2017, Kris served as the Deputy Associate Director, Intelligence at the Financial Crimes Enforcement Network (FinCEN) in the US Department of Treasury. David is a Fintech entrepreneur. He is the CEO and Co-Founder of Neat, Asia’s alternative to a traditional bank account for startups and young SMEs. David started his career at Citi where he became their youngest Managing Director in Asia. He then co-founded the Asian arm of Integral Capital Management which he sold in 2014 to focus on Fintech. Throughout his career he has been exposed to the extremes of managing teams across times zones in complex corporate environments all the way to agile business development for startups and related pivots to find product-market-fit.
David holds a BSc in Economics from the London School of Economics and is a Responsible Officer (Types 1, 4 and 9) under the Hong Kong SFC. David has been based in Hong Kong for the last 17 years.
Guy currently leads the Asia Pacific Shared Services Initiatives teams having joined SWIFT in 2014 with over 12 years’ experience in compliance, predominantly in servicing law enforcement and correspondent banking KYC. He is responsible for driving take up of the Financial Crime, Business Intelligence and Reference data portfolios across the region. The community typically engages with the SWIFT Shared Services teams to drive transparency and standardisation of process, provide assurance to existing controls as well as enable business critical insights to determine market share, growth and risk. Prior to leading the Asia Pacific team, Guy was responsible for Financial Crime Compliance Initiatives across the Americas, UK and Nordic regions. Florian is a broadly experienced entrepreneur and FinTech practitioner. He is a co-founder of FinFabrik, a Hong Kong-based FinTech company that develops capital markets software platforms. FinFabrik solutions power businesses in retail trading, algorithmic trading and wealth management, including digital assets such as crypto currencies and crypto securities.

Leo Tong has over 18 years of extensive experience in banking and asset management sectors. Leo is the founder and managing director of the Capital Delight group of companies that provides consultancy in financial technologies, regulatory compliance, and private equity investments. He also took various executive roles in capital management and IT at HSBC in Asia Pacific and at headquarters in his early career.
Mr Tong is the Chairman of FinTech Committee at Hong Kong Innovative Technology Development Association (HKITDA). He is a Certified Banker (CB) at the HKIB, a CISSP at (ISC)2, a Fellow and a former Council Member (2011-2017) at Hong Kong Computer Society, and a Research Director at Asia Financial Risk Think Tank. Irene actively participated in analytics talent development in Singapore as she served for 5-year term as Member of Singapore InfoComm Competency Framework Steering Committee from 2011-2016 under Singapore IDA.
Miss Winnie Yeung is the Managing Director of Cimigo. Prior to joining the company, she was the director of Customized Research at The Nielsen Company, Hong Kong. She had additional roles of champion of banking, insurance and finance industry group and is an expert in the realm of customer and employee satisfaction/ mystery shopper studies.
Winnie is a research expert with over 20 years of experience. She handles clients from all kinds of industries including public utilities, telecommunications, transportation, Fast Moving Consumer Good (FMCG), the insurance and finance sector, the pharmaceutical industry, retail and statutory bodies. She has vast experience of designing local or cross-country research projects; specifically projects relating to customer and employee satisfaction and loyalty, mystery shopping, new product launches and brand building. Prior to joining The Nielsen Company, she worked for Taylor Nelson Sofres.
Winnie holds a Bachelor degree of Social Science from the Chinese University of Hong Kong, major in Psychology and minor in Sociology.
Stanley Yong is CTO for IBM Blockchain for Finance, and global lead on central bank digital currency. Within the DLT space, he has formerly been SVP for Strategy at Consensys, Asia Head of Services for R3, and Specialist Leader of the Innovation Acceleration Office at the Monetary Authority of Singapore (MAS).
At MAS, he led the research and development of Project Ubin, the central bank's multi-stage investigation of central bank digital currency on distributed ledger technologies. He advocated the FSTI Proof-of-Concept scheme, which is the first grant scheme accessible to start-ups from the MAS, and set up its governance structure. He was also instrumental in formulating the Singapore Smart Financial Centre Strategy which is the basis of the fintech development programme of the MAS. He was previously a market risk specialist with the Specialist Risk Supervision Department, and part of the Payment Systems Unit that operated the RTGS.
Catherine is a finance professional with 20 years experience, including 15 years industry experience in investment banking. Catherine has lived in Hong Kong for 13 years and joined KPMG as a Director in the Consulting practice in early 2016. Prior to this, Catherine held a COO and CFO role for Hong Kong & Australia in a major investment bank in Hong Kong. Catherine's career has covered a variety of project and line management functions spanning product areas in major investment banks in London, Sydney & Hong Kong.
Since joining KPMG, Catherine has assisted a number of global clients in large scale business, risk and operational transformation projects. She has had particular focus on regulatory reporting including helping clients build sustainable systems and processes to support their reporting.
Dr Pinpin Zhu is Founder and CEO of Shanghai Xiaoi Robot Technology Co. (“Xiao-i”). He has close to 20 years’ experience in artificial intelligence (AI) technology and application research. Dr Zhu has invented dozens of patented products. China’s first smart robot on WeChat, developed by Dr Zhu, received wide-scale industry adoption.
As a member of the User Interface and Human-Computer Interaction Standards stream of China’s National Information Technology Standardization Committee, Dr Zhu participated in the drafting of the first international standards regarding affective computing.
While studying for his doctoral degree, Dr Zhu set up Xiao-i with Mr Max Yuan and has been overseeing the company’s development.
Dr Zhu frequently speaks at international conferences on the development of AI. In 2017, he was ranked eighth in Forbes’ list of the 20 leading technologists driving AI innovation in China. In 2018, he was listed as one of the top 100 Creative People in China by Fast Company, a world-leading business publication. He serves as Board Director for the Chinese Association for Artificial Intelligence and Vice Chairman of the Board for China’s Artificial Intelligence Innovation Industry Alliance.
Dr Zhu graduated from China University of Technology and received his PhD from the Chinese Academy of Sciences.
