Financial SecretaryThe Government of the Hong Kong Special Administrative Region
Mr. Chan is a Certified Public Accountant. He is a former President of the Hong Kong Institute of Certified Public Accountants.
Before joining the Government, Mr. Chan held a number of public service positions including member of the Legislative Council and Chairman of Legal Aid Services Council.
Mr. Chan served as Secretary for Development from July 2012 to January 2017. He has been Financial Secretary since 2017.

Julia Leung, SBS, JP

Ms. Julia Leung has been Chief Executive Officer (CEO) of the Securities and Futures Commission (SFC) since 1 January 2023.
Ms. Leung joined the SFC in March 2015 as Executive Director of the Investment Products Division. She became Executive Director of the Intermediaries Division in June 2016 and took on the additional capacity of Deputy CEO in March 2018.
In more than 25 years of public service, Ms. Leung has extensive experience in financial regulation, market development and international cooperation. Prior to joining the SFC, Ms. Leung was the Under Secretary for Financial Services and the Treasury from August 2008 to December 2013. Before that, she served at the Hong Kong Monetary Authority for 14 years, spending the last eight years as the Executive Director responsible for financial cooperation with Mainland and other international regulators. Currently, she is the Vice President of the Hong Kong Institute of Bankers and a council member of the Treasury Markets Association.
Ms. Leung graduated from The Chinese University of Hong Kong and earned a master's degree from Columbia University in the City of New York. In 2014, she authored a book on how Asia has surmounted various financial crises.

Eddie Yue, JP

Mr. Eddie Yue was appointed Chief Executive of the Hong Kong Monetary Authority (HKMA) from 1 October 2019. He began his career as an Administrative Officer in the Hong Kong Government in 1986. He joined the HKMA upon its establishment in 1993 and was promoted to Division Head a year later. He was appointed Executive Director in 2001 and subsequently Deputy Chief Executive in 2007 before taking up his current position.
Mr. Yue has participated in numerous areas of the HKMA’s work. During his tenure as Deputy Chief Executive, he steered major policies and initiatives relating to reserves management, research, external affairs and market development. Mr. Yue was also actively involved in tackling major financial crises and played an instrumental role in enhancing the Linked Exchange Rate System.

Julien Bernard

Julien Bernard has been working in the asset management industry and with the Group since 2001.
Julien started his career as IT manager and was involved in several business development projects like the creation of Fund Channel (distribution platform in Luxembourg) before joining CAAM Luxembourg as Head of Distribution Client Servicing in 2008. He was promoted Head of Global Client Servicing at the creation of Amundi in 2010 supervising in particular the Client Servicing hubs in Paris & Luxembourg. In 2013, he launched and led Amundi in Poland as Chief Financial & Operating Officer before moving to Italy in 2016 as Chief Operating Officer where he led the Italian integration project of Amundi’s acquisition of Pioneer Investments. Julien was appointed Chief Operating Officer of Amundi Greater China in September 2021.
Julien holds an engineer degree in IT and management from Ecole Polytechnique from the University of Nantes.

Darren Bowdern

Darren is a partner in KPMG’s Hong Kong tax practice. He has more than 30 years experience of serving institutions in a wide range of industries in Hong Kong and Asia Pacific.
Darren is the Head of Asset Management Tax in Asia Pacific. He heads up the Alternative Investments and M&A Tax practice in Hong Kong. He is a leading advisor to the alternative asset management industry and advises on transactions throughout Asia Pacific with respect to mergers, acquisitions and divestments. He also advises on fund raising, investment structuring and dispute resolution.
Darren is a regular speaker and advisor on policy initiatives. He is currently the Vice Chair of the Technical Committee of the Hong Kong Venture Capital and Private Equity Association (HKVCA) and the Member of Alternative Investment Management Association Limited (AIMA) Hong Kong Executive Committee and the Co-Chair of AIMA Hong Kong Tax Committee.
Darren graduated from the University of Melbourne and is a fellow of the Hong Kong Institute of Certified Public Accountants and a member of the Chartered Accountants Australia and New Zealand.

Charles Brooke

Charles Brooke is Managing Director, Head of Middle East for Principal. In this Dubai based role Charles is responsible for leading Client Coverage, Sales & Business Strategy for Principal in the region.
Prior to this role Charles was Managing Director, Head of Product & Business Development for Principal in Asia Pacific & the Middle East. Previously based in Hong Kong, Charles was responsible for supporting the development of Principal’s strategy in the region, working across Principal’s wholly owned and joint venture businesses in the region. Charles also held responsibility for all Product Strategy and Development activities.
Charles joined Principal in November 2021 and previously worked for Aberdeen where he held a number of executive roles in both the Product and Insurance Solutions team in both London and Hong Kong. Charles began his career as an Investment Analyst at J.P. Morgan Asset Management in London.
Previously, during his time in Hong Kong, Charles was an Executive Committee member of the Hong Kong Investment Funds Association and co-chairman of the Pensions Sub-Committee.
Charles graduated from the London School of Economics with a MSc in Political Economy.

Annie Chen

Ms. Annie Chen is a Deputy Chief Executive and a member of the Executive Committee of China Construction Bank (Asia) Corporation Limited (“CCB (Asia)” or the “Bank”). She is responsible for the Bank’s Private Banking, Consumer Banking, Commercial Banking, Credit Card and Consumer Finance, and Digital Banking businesses as well as overseeing the Bank’s marketing strategy.
Ms. Chen has 30 years of business management experience in local and international banks before joining CCB (Asia) in 2022. Backed by the CCB Group’s diversified services and vast network in Hong Kong and Mainland China, she is committed to providing customers with comprehensive, innovative, one-stop and integrated financial services.
Prior to joining CCB (Asia), Ms. Chen worked for Standard Chartered Bank (Hong Kong) Limited for 20 years and held various major positions including Managing Director and Head of Digital Banking, Managing Director and Head of Wealth Management Investment Products, Head of Wealth Management Risk and Process Management Governance, and Head of Customer Business Strategy and Credit Card business, etc.
Ms. Chen is currently a Council member of the Hong Kong Institute of Bankers, a member of the Industry Advisory Committee on Long Term Business of the Insurance Authority, and a Chairman and Board Member of CCB Securities Limited.
Ms. Chen holds a Master of Science in Investment Management from the Hong Kong University of Science and Technology Business School.

Arnold Chow

Mr. Arnold Chow oversees wealth and retail products of personal banking in Hong Kong across UHNW, affluent, mass retail and business banking clients. His current capacity includes the regional oversight of product management across 9 Southeast Asia countries.
Arnold currently serves as Directors of Livi Bank Limited, BOCI Prudential Trustee Limited, JETCO Limited, EPS Company Limited and BOCHK Nominee Company Limited. He also serves as the Chairman of Po Sang Securities Limited. In the past, he had served as committee members under Private Wealth Management Association as well as Investor and Financial Education Council of SFC.

Nelson Chow

Mr. Nelson Chow is CEO & Managing Director of AllianceBernstein Hong Kong Limited, where he is responsible for implementing the firm’s business strategy in Hong Kong.
Mr. Chow has extensive experience in the fund industry and has led the team to win various awards, including the Best Retail House Award 2020-2023 (Asia Asset Management) and Greenwich Quality Leader 2019 (Greenwich Associates).
Mr. Chow was the Chairman of the Hong Kong Investment Funds Association (the “HKIFA”)(2020-2023) and has been an Executive Committee Member of the HKIFA since 2015. He is the incumbent member of the Products Advisory Committee of Securities & Futures Commission of Hong Kong and a member of Hong Kong Academy of Finance.
Besides, Mr. Chow was a member of the Steering Committee of Asian Financial Forum (the “AFF”) (2022-2024) and a member of the Steering Committee on the Pilot Programme to Enhance Talent Training for the Asset and Wealth Management Sector (2020-2023).

Andrew Crawford

Andrew currently leads Franklin Templeton’s digital asset initiatives in the Asia Pacific, Middle East, and Europe. He has over 28 years’ experience in financial services in executive roles with Credit Suisse, Deutsche Bank, and Tiedemann Investment Group. He was the Founder of Shadforth Financial Group in 1996, an independent wealth management company that was acquired by IOOF in 2014 for $650 million with client assets under advice of $16 billion.
He holds a Bachelor of Arts from the University of Melbourne, a Graduate Diploma in Financial Planning from the University of Tasmania and undertook a PhD at the University of Pennsylvania. He is currently undertaking a Master of Financial Planning at Victoria University.

Alson Ho

Alson has over 20 years of experience in wealth management. Prior to joining Standard Chartered Bank, Alson held a number of senior positions with Citibank covering deposit, transaction banking, equities & FX trading, and bancassurance business. He led the bank’s digital and partnership agenda and expanded digital wealth capabilities by launching the first bancassurance virtual selling process in the market.

Josephine Kwan

Josephine is a seasoned audit partner with PricewaterhouseCoopers Hong Kong. She has more than 25 years of experience, having started in the Financial Services practice serving banks and brokers, and has specialised in asset management for the past 2 decades. Josephine oversees audits of large global and regional asset managers, as well as hedge funds and private equity/ venture capital funds. Beyond financial statement audits, Josephine leverages her extensive experience to advise clients on internal control, valuation, regulations and compliance. Jeremy Lam

Lemuel Lee

Lemuel Lee is Head of Wealth Management Hong Kong for BNP Paribas. He is responsible for implementing wealth management’s growth strategy while supporting its teams of talented bankers to deliver value-added solutions to clients in line with our One-Bank strategy.
Lemuel joined BNP Paribas’ wealth management division in 2017 as Head of Investment Services, Hong Kong and Deputy Head of Investment Services, Asia Pacific. He was responsible for overseeing the delivery of the Bank’s investment offering and advisory to clients across traditional and digital channels, the development of discretionary and advisory services as well as the advancement of new initiatives.
Lemuel has over 20 years of investment banking and wealth management experience. Prior to joining BNP Paribas, he was Head of Equities, Asia for J.P. Morgan Private Bank. He also held a long tenure of eight years with J.P. Morgan Corporate & Investment Bank, assuming various leadership positions in equity derivatives distribution and marketing.
Before joining J.P. Morgan, he was with Bear Stearns and Bank of America Merrill Lynch in capital market roles across Hong Kong, Japan, London and New York.

Mandy Lee

Mandy Lee has 19 years of experience and is the Head of Asia ex Japan for Brookfield Oaktree Wealth Solutions, based in Singapore. She leads the Marketing and Business Development efforts of Brookfield and Oaktree’s Wealth Solutions business in Greater China and Southeast Asia. Prior to joining the firm, Mandy was Asia co-head of Private Wealth Distribution at BlackRock, leading the distribution of Wealth solutions spanning across mutual funds, ETFs, Alternatives and custom solutions in Asia. Before BlackRock, Mandy has also served as investment sales to both corporate and private wealth clients at HSBC Global Markets and Macquarie Securities respectively. Mandy earned her Master of Business Administration at the University of Cambridge and Bachelor of Business Administration degree from the Hong Kong University of Science and Technology. Trevor Lee

Mr. Lee oversees the authorisation of retail investment products and plays a key role in the asset management policy work, including mutual market access schemes such as ETF Connect, GBA wealth management connect and various mutual recognition of funds (MRF) programs. He is currently a member of the SFC Product Advisory Committee.
Prior to joining the SFC, Mr. Lee was an Executive Director at Goldman Sachs.
Mr. Lee has extensive experience in the legal field and had previously worked at the international law firms of Slaughter and May, Freshfields Bruckhaus Deringer and Norton Rose Fullbright, specialising in corporate finance matters.

Charles Li

Charles Li joined HSBC Asset Management in September 2022 as Head of Wholesale Business, Asia. Charles is responsible for covering all wholesale clients in mainland China, Hong Kong, Taiwan, India, Japan and South East Asia. In addition to leading the Wholesale Sales and Client Servicing teams, he is also responsible for setting and delivering the firm's wholesale strategy. Charles has more than 20 years of asset management experience. Before joining HSBC in 2022, he spent 12 years with UBS Asset Management where he was Head of Global Wealth Management Client Coverage, APAC and Deputy Head Asset Management (Hong Kong).
Prior to this, he held senior roles at Allianz Global Investors, Fortis Investment Management and PCI Investment Management. Charles holds a bachelor's degree in Management Studies from University of Auckland. He is a member of the CFA Institute.

Zhong Li
Executive Director, Fofund International (HK) LimitedZhong Li is Head of International at Fofund 基煜基金, China’s leading institutional fund distribution platform.
Zhong started his career on Wall Street with Deutsche Bank working on CDO and FIG banking. He later joined CSRC and IOSCO working on domestic and international policy and regulation. He co-founded and led a SaaS platform for private funds in China. He held senior roles at Noah Group and worked at BlackRock as Managing Director and head of China strategy.
Zhong holds a BSc from Columbia University and an MBA from Harvard Business School.

Ken Lin

Ken Lin is the Head of Intermediary Business for Hong Kong and Southeast Asia. With over 15 years of experience, he joined Invesco in 2015 covering institutional, private banking, and retail channels across Asia.
Ken is responsible for driving relationships through targeted investment solutions across various segments across Asia ex Japan. More specifically, he leads the overall Hong Kong and Southeast Asian intermediary business, including the QDII product distribution within Greater China.
Prior to joining Invesco, Ken was with Gannett Welsh and Kotler, an investment management firm based in Boston. He began his career at UBS.
Ken graduated from Babson College (Hons) with a concentration in finance and holds an MBA from the China Europe International Business School (CEIBS). He is also a CFA and CAIA charterholder.

JianHao Low, CFA, CAIA, CA

Mr. Low is a Director of the Business Development team at StepStone Group based in Singapore, where he leads private wealth distribution across the region.
Prior to joining StepStone, Mr. Low served as Vice President at Morgan Stanley Private Wealth Management Asia, where he oversaw fund selection and distribution activities as the Managed Products Advisory Lead in Singapore. Before that, Mr. Low spent several years as an Alternative Investments Specialist at UBS Global Wealth Management and HSBC Private Banking where he provided private markets and hedge funds advisory services to private wealth clients across Asia Pacific.
Mr. Low holds a Bachelor of Accountancy (Double Major in Banking & Finance) from Nanyang Technological University and is a CFA, CAIA and CA charterholder.

Sandra Lu

The Institutional Client Business in Southeast Asia serves the needs of a number of key and strategic clients of the firm across Singapore and neighbouring countries.
George has dedicated over 25 years to understanding the alternatives complex and to building long term relationships with a wide spectrum of wholesale investors, including sovereign wealth, pension, real money, bank, insurance, consultants and fund of funds.
Mr. Maltezos was previously the Partner and Head of Asia Pacific of Campbell Lutyens, to helpdevelop Campbell Lutyens’ Asia Pacific activities, including Head of Sales for the region.
Mr. Maltezos was the Founder and CEO of Maltisian Capital, a boutique capital advisory firm, formed in 2013 to execute a personal philosophy: to connect people, capital and opportunities in the alternatives space.
Prior to Maltisian Capital, Mr. Maltezos held various leadership roles at Goldman Sachs, Merrill Lynch, and Credit Suisse First Boston managing capital markets, private markets distribution, structured credit sales, and derivative sales.
Mr. Maltezos earned a B.Bus Degree from University of Technology, Sydney and is a CFA Charterholder, as well as a Member of Sydney Society of Financial Analysts.

Elisa Ng

Elisa Ng, Managing Director, is CEO of AM Hong Kong, as well as Head of Hong Kong Funds and Institutional Business for J.P. Morgan Asset Management. In her role, Ms. Ng oversees the overall asset management business in Hong Kong and leads the strategic development of client businesses across direct clients, financial intermediaries and institutions in the region.
Ms. Ng is a member of the firm’s Asset Management Asia Operating Committee. She has been serving as Executive Committee member of the Hong Kong Investment Funds Association (HKIFA) since September 2017 and appointed as Chairperson in September 2023. By the end of her 1-year term, Ms. Ng is appointed as the Vice Chairperson in September 2024. She continues to leverage her leadership skills to work in close partnership with industry peers and regulatory bodies to develop the fund management industry in Hong Kong.
An employee since 2006, Ms. Ng began as a client advisor with the Hong Kong retail sales team. She took responsibility of the Hong Kong Intermediary business in 2015 and was later appointed as the Head of Hong Kong and China Funds business in 2017. Prior to joining J.P. Morgan, Ms. Ng was a Market Risk Manager at the Royal Bank of Scotland.
Ms. Ng holds a Master of Business Administration degree from Imperial College, University of London and a Bachelor of Engineering (Information Engineering) degree from the Chinese University of Hong Kong.

Sam Yu

Sam Yu (over 20 years' industry experience) is the Head of Compliance, Asia Pacific ex-Japan of Baring Asset Management (Asia) Limited. Prior to joining Barings in 2015, Sam was the Head of Business AML/KYC Office, Asia, of JP Morgan Asset Management in Hong Kong.
Before joining JP Morgan in 2014, he was the Head of Legal & Compliance, Asia Pacific of GAM Hong Kong Limited for nine years and prior to GAM, he was the Head of Risk Management for the Royal Bank of Canada's wealth management business in Asia. He had also worked at Deloitte Touche Tohmatsu, Lehman Brothers, Bankers Trust in Hong Kong and Deloitte & Touche in New York.
He is the Chairman and co-chairman of Regulatory Subcommittee of Hong Kong Investment Funds Association (“HKIFA”) presently.
