Ms Katherine Ng joined Hong Kong Exchanges and Clearing Limited (“HKEX”) in 2013 as Head of Policy Team of the Listing Department. Prior to that, Ms Ng served as Political Assistant to the Secretary for Financial Services and the Treasury of the Hong Kong Government. Before joining the Government, Ms Ng worked in an international investment bank and was in private practice with an international law firm in Hong Kong and London. Ms Ng holds a Master of Arts in Law from Trinity College, University of Cambridge and is a qualified lawyer in both Hong Kong and England & Wales. Ms Ng is the Chairman of Hong Kong Securities and Investment Institute since December 2018. She is an Advisor to Our Hong Kong Foundation, a Director of the World Wide Fund for Nature Hong Kong and a fellow of the Aspen Institute.
Mr Chan is a Certified Public Accountant. He is a former President of the Hong Kong Institute of Certified Public Accountants and a former Chairman of The Association of Chartered Certified Accountants, Hong Kong.
Before joining the Government, Mr Chan held a number of public service positions including member of the Legislative Council; Chairman of Legal Aid Services Council; Board Member of the West Kowloon Cultural District Authority; non-official member of the Strategic Development Commission and Council Member of the Chinese University of Hong Kong.
Mr Chan served as Secretary for Development of the Hong Kong Special Administrative Region Government from July 2012 to January 2017. He was appointed Financial Secretary on 16 January, 2017.
Ashley is the Chief Executive Officer of the Securities and Futures Commission (SFC) of Hong Kong. He was first appointed in October 2011, and is now serving his third three-year term as CEO. In May 2016, Ashley was elected as Chair of the Board of the International Organization of Securities Commissions (IOSCO), and was re-elected for a further two-year term in May 2018.
Ashley was previously Chair of the IOSCO Asia-Pacific regional Committee and Vice Chair of the IOSCO Board. Ashley has represented IOSCO as a member of the Financial Stability Board Steering Committee and Plenary since his election as IOSCO Board Chair.
Ashley started his career as a lawyer in London in 1984. He moved to Hong Kong in 1989 with the international law firm Herbert Smith, practicing corporate and business law. He was Executive Director of Corporate Finance at the SFC from 2001 to 2004, before returning to Herbert Smith, where he became head of the firm’s Asia Region.
David Hsu has been the Citi Country Compliance Officer since 2010, He manages the compliance functions for Hong Kong and is the primary contact for regulators and for corporate governance matters. David became the Greater China Compliance Head in 2013, with added oversight to China and Taiwan, in addition to his current responsibilities.
Prior to assuming his current role, David was the Compliance Director managing the AML function for Asia Pacific, providing guidance to countries and businesses to comply with AML regulations and Citi policies & procedures. His other senior compliance roles included being Head of Compliance & Control for Consumer Bank, Compliance Training Director for Asia Pacific, Control Room Head for Asia Pacific and Compliance Head for Corporate Banking. David is also active in providing AML training to regulators and law enforcement in Asia Pacific over the years.
David has been in Citi for 21 years and holds a Bachelor’s Degree from University of Western Ontario and Master’s Degree from York University.
Sebastian Dovey is a successful entrepreneur, board member, thought leader, and angel investor in the fields of global wealth management, consumer insight, scale-up companies and business management. Before joining PwC, Henri was with a FinTech start-up and previously spent many years with UBS Investment Bank in Hong Kong. Henri started his career as a financial markets and funds lawyer in Canada and Hong Kong.
Ms Leung is a member of the Securities and Futures Commission (SFC). She is the Deputy Chief Executive Officer and an Executive Director with responsibility for the Intermediaries Division, which comprises the Intermediaries Supervision and Licensing departments. That Division is primarily responsible for administering licensing requirements and conducting ongoing supervision of licensed corporations with a focus on their business conduct and financial soundness.
Prior to joining the SFC, Ms Leung was the Under Secretary for Financial Services and the Treasury from August 2008 to December 2013 and worked with the Hong Kong Monetary Authority (HKMA) for 14 years.
Ms Leung graduated from The Chinese University of Hong Kong and earned a master's degree from Columbia University in the City of New York. She authored a book on how Asia surmounted various financial crises.
Ms Leung chairs the Academic and Accreditation Advisory Committee and the Fintech Advisory Group. She also sits on the Investment Committee, the SFC (HKEC Listing) Committee, the Budget Committee and the Executive Committee.
Mr Cheung has been the Chief Executive Officer of the Insurance Authority since 15 August 2018. He joined the Administrative Service in 1983 and was involved in the formulation and implementation of various government policies. Key positions held by Mr Cheung have included Director of the Hong Kong Economic and Trade Office in Singapore from 1998 to 2001, taking charge of ASEAN affairs and coping with the impact of the Asian Financial Crisis; Commissioner of Insurance from 2006 to 2009, responsible for prudential regulation of authorized insurers during the global financial crisis; Postmaster General from 2009 to 2011, making notable achievements in corporate structuring and business development; Commissioner of Customs and Excise in September 2011, combatting smuggling activities, interdicting drug trafficking, protecting intellectual property rights and safeguarding consumer interests. He became Secretary for the Civil Service in July 2015 before proceeding on retirement in July 2017.
Ms Alice Law is the Deputy Chairman and Managing Director of the Mandatory Provident Fund Schemes Authority (MPFA). Ms. Law is a Senior Fellow of the Hong Kong Securities and Investment Institute, Member of Global Future Council on the Future of Financial & Monetary Systems of World Economic Forum and Member of Council of Advisors for Applied Research of the Hong Kong Institute for Monetary and Financial Research of the Academy of Finance.
She was Chief Operating Officer and Executive Director of MPFA from 2012-18. She held Director to Senior Director positions at Securities and Futures Commission with last position as Senior Director (Policy, China & Investment Products). She was a partner in a Hong Kong law firm before joining the public sector in 1998.
Ka Shi Lau is the Managing Director & CEO of BCT Group - comprising BCT Financial Limited (“BCTF”) and Bank Consortium Trust Company Limited (“BCTC”), a key provider of MPF/ORSO products and best-in-class asset servicing for investment funds and pensions with BCTC being one of the largest trust companies in Hong Kong.
Graduated from Cornell University in the US with an MBA, Ka Shi possesses extensive banking and finance experience in the pension and funds industry, and she is a strong advocate of corporate governance (including ESG), retirement protection, social inclusion and diversity, and health care through active participation in government consultations and industry dialogues. For her dedicated public and community service in Hong Kong, Ka Shi was awarded the Bronze Bauhinia Star (BBS) by the HKSAR Government in 2013.

Dr Tony Tan, CFA is Senior Head of Ethics Education and Professional Standards at CFA Institute. He is responsible for leading the organisation’s efforts is setting the conduct expectations of members and the industry. Dr Tan has over 30 years of experience in the industry in areas of capital markets, risk management and treasury matters. He also taught in the areas of ethics and corporate governance in leading universities. Dr Tan received his doctorate from the University of Western Australia, holds a Master of Research degree from the same university, and a Master of Science in financial economics from the University of London.
